Why doesn't O'reilly Auto Parts like military people? I'm sad to see that oreilly auto parts only offers a 5% discount to military personell when Kragen, the company they purchased, offered 10%. Apparently oreilly doesnt like military & military veterans that much. You may not know that O'reilly bought out Kragen.
How to change blinker bulbs in '89 dodge spirit? I've got an 89 dodge spirit used just the other days and the blinker lights come on but don't blink. From what I've read they need new bulbs so I went ahead and got all 4 new bulbs. Discount Auto Parts said my model were 3057s. I just have no clue how to go about changing them. In the trunk the only thing I can see are two big wires going into the back lights but I can't seem to pull or pry them out and in the front all I can see and pull out are things that look just like plugs going into outlets. *edit: The lights don't come on on the outside, but on the inside where it shows the arrows they light up but don't flash. I can look inside the front left blinker and can see that there is no bulb inside period. However the right blinkers worked a few times but have stoped and show the same problem as the left ones.
Replacing plug wires? Honda wires or Auto Parts wires? I will be replacing the spark plugs wires on my 2000 Honda Civic EX (159,000) this week. I called Honda to get a price on the wires and they're about 75 bucks. My dad works at an auto parts store and gets a very good discount. My question is...Is there really a difference between the Honda Wires and an Auto Parts wires? Will it be ok if I just get the wires from an auto parts store? There's a huge difference in price and I'm not really wanting to spend much money at the moment. Thanks =)
I have a BMW 328i, It keeps overheating I have changed everything to do with the coolant system help? I have changed the thermostat, fan clutch, gasket, and it still over heats, the hoses work fine and there are no leaks. I took it to discount auto parts and they used a computer check and it said it could be the fuel Sensor, could that be possible? also my air conduction does not work can that have anything to do with it Its a 1997 150,000 miles and the pump is fine, do you think it can have anything to do with the fuel
where is the camshaft position sensor located on a 2001 isuzu rodeo? I have a 2001 isuzu rodeo, manual transmission, 4 cyl, 2.2, the check engine light comes on and off, i took it to a discount auto part, they did a test with a scanner, and it came out that the camshaft position sensor needed to be changed, I do have the piece, but i dont know where it goes, need help...
What size brake shoes (rear) for 1998 chevy cavalier 2.2L? I was looking online and both autozone and discount auto parts' sites list two different sizes for my year cavalier: 7 & 7/8 inch OR 8 & 55/64 inch. Am I going to have to crawl under my car and measure something? My basic manual has no specifications on brakes.

Auto parts (U.S.) right side? left side? vs. driver side, passenger side? We have a car that needs brake work. My husband took it to an automotive school to get repaired (at a significant labor discount) and got a list of the parts we need to purchase. The instructor listed the parts as on the sheet as "right front caliper", "left front caliper". All depends on which way one is facing the car, what is left and right? The parts catalog lists them as "drivers" and "passengers"? I need some clarification. Thanks!
should I purchase a jack? I'm starting to change my own oil. I wanted to know if I should purchase my own jack or just use the jack that comes with the spare in my car? My service engine light came on in my 1998 lincoln town car.? i took it to both autozone and discount auto parts both got no readings at all on their hand computer. I think that there is a special thing u have to do to get a reading off my car--as i recall last time someone took a reading they hooked it to something under the hood--this time both went under the sterring wheel--any suggestions?????????
Truck Troubles - heated o2 sensor? I have a 2003 chevy avalanche, my engine light came on so I took it to Discount auto parts for a test to see whats wrong. And they said something about it was a heated o2 sensor but the test was basic so they couldn't tell what one. I was wondering if I keep driving will it mess up my truck or if I have to fix it now?
Electrical or Alternator?? I was driving on the interstate, my lights went dim and my car died, replaced the battery and 3 days later car is dead again, went to discount auto parts had them check the alternator they said my alternator was fine, I have a 2000 Honda Civic LX. replacement catalytic '99 cavalier 2.2L? my cavalier needs a new catalytic converter however I am unsure which universal fit to get. I see that some of the catalytics at discount auto parts have 2 inch inlets/outlets and others have 2.282 inch inlet/2.420 inch outlet...i thought the exhaust piping on my car was larger on one side but i just looked at it and now i am not so sure.
I smell fuel under my car? After I got into a car accident my check engine light went off the next day. I went to advance discount auto parts to get the codes they had it was something wrong with the air, found a huge piece of Styrofoam in an air intake pipe. The check engine light never went off, now into the summer and having my windows down I have been smelling gas. Again at the auto parts store the codes pulled up emission fuel purge, It is coming from the middle of my car, not from under the hood. It will at time tell me to check the gas cap, there is nothing wrong with it, seals amazingly. I do not see any visible leaks, I have a 2007 Chevy Cobalt, I want to take it to the shop unless I definitely cannot fix it myself, (normally if I know what is it I can and will fix it myself) Checked along fuel line there is no wetness at all the car also runs fine Idk if a messed up sensor would have it running like crap or not.
My lug nut snapped off. Is my axle "torn"? I have a 2004 Hyundai Elantra with 100k+ miles. I got my brakes done twice at this same gas station...but anyway, my front tire was bald so one day I woke up to a flat. I tried driving it up to the gas station to put air in it, but failed. Thank Goodness there was a mechanic driving by. He came over & put my donut om my car, except the guys at the gas station put my lug nut on too tight, so it snapped off. Its been a good 3 months since then, and I hear creaking noises near the tire that my lug nut snapped off of. It also pops sometimes, you can feel it under your feet. I went to a mechanic and he said i have a tear in BOTH axles and i need to buy 2 axles. Do you think it could just be the "boot" or could it be the axle? Both axles...? Did the problem run across my car? I went to my discount auto parts place i always go to and my axles go for $70 each + $50 each that i get back when i bring them my old axles. How much is labor for this type of job? Do I really need both axles or is he trying to get me for my money? (Im going to get a second opinion, but not anytime soon)
I'm going to paint my brake calipers, I need info on paint!? I am gonna go to autozone/discount auto parts to price paints this week. I want either blue/silver paint, and I was wondering what to buy, what kinda paint. Ticket for tail lights broken? I just recently got pulled over for a broken tail light in New Jersey (Title 39; 3-66)...I was pulled over prior but the previous officer stated "Just put some red tape over it and you will be fine" I applied 3M Red lens tape found at all Car store( autozone, Discount auto parts, ect.) and when i tried to explain this to the officer he got upset and gave me a ticket. Also, I am a travel nurse and am from florida and have been in New Jersey for the past 8 months working temporarly. My job is dependent on contracts, meaning every 13 weeks there is a chance of my contract ending and moving to another location for 13 weeks. Fortuantely, My contract has been extending. The officer was asking me why I havent gotten a NJ license or changed plates over........So my question is.....Legality of red tape for tail light and also am i REQUIRED to change my plates or license even though i am not a resident??? @Mary C.... The reason it came up in the conversation is because the few short months i been here I have been stopped about 5 times! This officer said "Oh yeah! You live on Madison Ave....I was there when they stopped you, Why havent you changed your plates and license over" I tried to explain that I am a travel nurse and that I move around alot so I do have a permanent residence in Florida but am working up here on contract" He got upset and said "I`m not going to argue with you!" Will the check engine light on my car eventually go out? I bought a fuel cap about 4 months ago for my old chevy cavalier. The check engine light came on and has stayed on since I bought the after market cap. I bought it at a discount auto parts store. I took the car to my mechanic and he said that I needed to buy an original gm fuel cap. I noticed today that when I was putting on the new cap that there was a really strong gas smell coming from the fuel door of the car. The old cap smelled really strong. The error code on the car was for the fuel evap system. Will the error code eventually go out after a while or will I have to have my mechanic reset the system? Thanks
1997 Nissan Sentra won't start? I have a 1997 Sentra that i have not started in over 2 months. It was driving good with no problems. I bought a new car and did not start it for couple months. Now i have a buyer for the car and it would not start. I took the battery to Discount Auto parts and charged the battery and it is good. When i start the car, engine cranks up but would not start. Actually it started once only to die within a second or two. I am thinking it is not getting the fuel. I am not handy person. I do not much about cars. I was been told by a friend, it must be bad gasoline or there is a fuel delivery issue. What should i do? How can i check if there is a fuel delivery issue. Also, i was told to tap the fuel tank while starting the engine. I looked under the rear wheel and could not distinguish which one is the tank.
I have a car question about my boyfriends acura integra gs? I know it is hard to diagnose a car problem without looking at the car itself and that asking on here is a stretch. His check engine light came on today and we hooked a code reader into the car. It came up with P1607, and the description it came up with made no sense so I googled it. I found out that it means Powertrain Control Module Internal Circuit Failure. He took it to Discount Auto Parts and they can't figure out what it means. Any ideas will be much appreciated. Starting a 99 Toyota Camry? I have a '99 Toyota Camry. Since the weather has gotten frigid it's had problems starting but now it won't start at all. Four days ago I could jump start it so I did and took it to Discount Auto Parts. The guy there tested it and said there was plenty of fluid and a good charge and that I should just drive it around and charge the battery up. I did, but now that I haven't driven in a few days it won't start OR jump start. There is a click and lights come on, so I don't know if it may be the starter. I am even willing to trying to replace it on my own, but should I begin with a new starter or a new battery?
1988 Honda Accord Keep or Scrap or Small Claims Court? I bought an 88 Accord for $2062 and it quit running the next morning. Ended up rebuilding the carburetor, new starter, & having multiple tune-ups because of stalling & starting issues. Then my hood was shooting out white smoke, I had no oil or water & it's been 700 miles since my last oil change. The temp. gague reads fine. I filled the water and the oil. Today the reserve was boiling and spitting out water & a worker at Penzoil told me it was overheating and my thermostat was broken. Went to Advanced Discount Auto-parts filled my radiator with water & air was bubbling back out & they said it was probably a blown headgasket. I've already put $2,700 into this car estimates are already $1,000 just on the headgasket not even knowing the whole extent of the damage. I want to get as much money as possible back from this. The salesman told me the car was running fine and pitched in $100 for the "suddenly broken" carburetor. I signed an as is warranty & driven the car for two months. 147,000 miles Looks great inside and out 37 miles to the gallon

How can I easily install windshield washer light to my headlights? 10 points? So, I bought some windshield washer nozzles that come with lights from Advance Discount Auto Parts (btw they are made by Alpena and are called Wiperlite). Anyways, I have read that you could use a splice connector to hook them to the headlight wires, I tried it a couple of times by trying to splice the positive wire to the positive headlight wire and the negative wire with the negative headlight wire which is black, but I couldn't get the wires from the nozzle to splice with the headlight wires. I squeezed with pliers on the plastic splicer connector but nothing. Maybe I did it wrong? Btw the color of the 3 wires behind the headlights of my '97 Civic are: 1) solid red 2) solid red with a white stripe 3) black Please be detailed if you know how to connect them because I tried for almost an hour, but they didn't work. Also, which color wire are the regular lowbeams? How do I put the wires in the splice connector correctly? Thanks!!! 10 points

How much is too much? (MECHANIC DISPUTE)? Okay, so I bought a 2000 Jeep Grand Cherokee Limited V8 for a cheap $2,000 in February knowing there was an obvious engine knock. I took it to the garage where my brother sometimes works, hoping for a discount. They gave me an estimate of $1,000 and it sounded great, so I told them to proceed. At first it was a cylinder head, and when I found one for dirt cheap, it became another problem and NOT the head. Then so on and so on. In the beginning, we agreed that no matter what, I would pay him $500 for labor. I want to find the parts myself, since I have connections and can get discounts at Advanced Auto Parts. I had asked him for the names of the parts so I can go get them, and he gives me a run around, insults my intelligence, and says that's not how he works. Okayyyy. Well if he can get it done for a thousand, I don't care if he charges me $990 for labor and $10 for parts, just so long as it's done. Days passed, weeks passed. I drive by the shop and see that my Jeep is outside. I call and ask what's up, and he says that he found an engine for $350 and is waiting for it so he can take the good parts and make me a good engine. Sounds great! I asked that in the end, will I have a good, reliable Jeep..and he says no, he's just rigging it so it won't make noise and we can pass our problem off to someone else. Ugh, great? I pay him $750 for his labor and for most of the engine that he'll be buying. I didn't get a receipt, but I paid with a check so I have proof. More time passes and I call back, and in the conversation he tells me it's going to cost anywhere from $1,250 to over $2,000. In a nice tone, I say, "Well if we agreed on $500 labor and you're getting an engine for $350, how is it going to be anymore than $1,000?" He FLIPS. He freaks out and says that I know nothing about vehicles and I'm pretty much retarded, and I should take the Jeep elsewhere since I obviously don't trust him. Granted, maybe I should've, but I'd have to pay him for towing and then somehow get back the $750 I gave him, plus it's been 3 months! He may as well finish it, especially since my engine is in pieces on the floor of his shop. I figure if he takes the parts off of the new engine, he gets to keep the rest of the engine so that's even a bonus for him, so why is he being so shady? MORE TIME PASSES. I called a lawyer. They said that his estimate of $1,000 was an estimate, but when the work is finished he will have to give me a break down of the labor and parts costs. If he doesn't, I plan on taking him to court. It's been 5 months, now. I bought the Jeep so I could have fun in the summer, go to the drive-in, go fishing, and be able to take my baby places while my hub is at work with our other car. It's been 5 MONTHS. 1. Is there a limit on how much time a mechanic can take? 2. Is he ripping me off? Especially since as he says, he's just 'rigging it so that the noise will go away.' 3. I think that $500 in labor is fair, especially since he agreed on it, but I'd be willing to give even a little more since it sounds like he's building (or rigging?) an engine. But taking 5 months to fix it is a bit ridiculous, if you ask me. What do you think? 4. Am I entitled to a break down of costs? 5. What should I do? Help. :( Well haha, my hub is straight, lol. It's just he's very non-confrontational and would rather pay $2,500 than question anything. And yes, he is the father of the baby, and to the other poster - I can't file anything tomorrow cause July 1 is our baby's 1st birthday!! :) But I'm sure I'll be taking him to court, I just want to know what other people think or what the laws are so that when I do go, I know what I'm talking about and which way the judge may sway.
Every day, in every way, we're urged to pay our bills online, by utility companies, credit card companies, etc Yet six days a week, we receive junk mail which must be disposed of & is not readily recyclable! In addition, almost every newspaper we buy contains "sales" ads. Many of these multipage ads are printed on slick, magazine-like paper, so the paper cannot readily be recycled like newsprint & ends up in landfills! Who else finds it difficult to take the conservation of paper & wood seriously when we are innundated with these slick, glossy, multipage "sales" ads at least *every* week (I only subscribe to weekend newspaper editions)? In addition, every magazine received contains *multiple* subscription cards & other cards to send for something! Weekly, most households where I live receive "The Bag", which contains mostly classified ads, grocery & other ads. Forty years ago, all of the many discount & major dept, auto parts, lumber, appliance, electric supply firms, hardware & plumbing suppliers, etc., put out ads only when they were having *real* sales! Aren't weekly grocery ads enough?
Why do I get attitude when I call most junkyards looking for parts for my car? I'm a woman who drives an older car and when I call around to most junkyards I end up being told that I don't know what I'm talking about and/or given an outrageously high quote for the part I'm looking for. In one case the quote on a used part was $10 HIGHER than buying the same part NEW at Advance Auto. My husband went to the same yard and they quoted him a much lower price on the same part. I get really frustrated by this because before my husband got his engineering degree he worked as an ASE certified auto mechanic and all of my information comes from him and my official General Motors shop manual for my 1992 Pontiac Bonneville. I'm the one who handles most of the purchases due to my husband's work schedule and it gets annoying when he has to waste his time doing something that I could have done myself if people had been honest with me. Its gotten worse since we moved down south. Back in Delaware I'd get the occasional sexist junkyard jerk but I'd at least be able to get my part from someone for a reasonable price. Down here it seems like the jerks are a little more prevalent. On Friday, I had some bone head argue with me that I could only pull a bracket I needed from a 3800 V6 that was in the exact make, model and year car I needed it for. Any mechanic will tell you that the vast majority of components on GM 3800 V6 engines are compatible with other GM 3800 V6 engines of the same time period regardless of the make or model they were installed in. My husband talked to the same bone head who told me I was wrong and he told my husband it would be completely OK to pull it from the 1994 Buick LeSabre they had on their lot. Any ideas on how to prevent issues like this from happening again? I don't get any issue from guys at retail parts stores; in fact, most of them are impressed by my breadth of knowledge about cars. At one store the commercial services manager even set me up with a permanent business discount because I bought $200 in parts at once. As my car gets older, I foresee this happening more and more if I start needing obscure parts to upgrade/change systems. Don't tell me to buy a new car either. This one isn't eligible for the CARS program due to its wonderful gas mileage. Plus, the hubby and I can't comfortably swing the payments on anything brand new or even late model on one income while trying to pay student loans and a mortgage while also saving for retirement. Its cheaper to fix this one than it is to buy a new one. Can't we all be gender neutral when it comes to car knowledge?
3 day recission for auto purchase at pick-n-pull? I purchased a car from pick/pull on tuesday....no plates so i couldn't test drive but they assured me clear title and operable..registered it with DMV today so i could actually drive it and immediately having transmission probs..do i have a right to exercise this law and get my money back even though it was sold "as is"? Are they obligated to disclose any probs prior to sale? Can I return car within 3 days for full refund?....HELP! Tommorrow will at l:30 pm w/be 3 days exactly so i have to act fast....armed with my rights..please offer any suggestions...likely they will offer me a discount on parts but tranny's are expensive to replace and install....again HELP! thanks in advance
Where can I find tips online to fixing a half shaft myself? Hey I've been teaching myself on repairing my own car lately. I brought it in for new tires and an alignment and they shown me the left half shaft was broken and I needed alignment cams. I called my handy dandy mechanic and went to my bro and friend and they said I could do the job myself. The way my bro shown me it doesn't seem to hard. I have the tools and want to do it myself. The company wants $520.00 and alone my friend works at an auto part store and already told me he can get me a 50% discount on the parts. So is there a guide online that can help me along? Or also would it explain how to take it apart in a chiltons manual? thanks for the help.
Why would my "96" Cherokee 4.0L keep going through pick up coils, ie cam sensors ? It seems like every 6 months or so, my pick up coil goes out. The trusty Jeep becomes not so trusty. Almost 2 years ago was the first time it happened. My truck was down for weeks trying to figure out what had happened. Finally I broke down & took it to a shop $350 later all was fixed the pick up coil had gone out. Within 6 months it starts missing (cutting) out while driving all over again. I took it back & they replaced it for free, Thank God! Now it's at it again. What is up with this thing? Is there something that would cause it to keep burning up pick up coils? By the way these parts from your average "discount" auto stores are of far inferior quality. I've bought 2 @ $35 that didn't work at all right out of the box. That makes the replacement cost for a good part about $90. Any help would be great. thanks, XL

?best clutch and flywheel for a 2004 twin turbo infinity g35? i have to replace the clutch and flywheel on my 2004 infinity g35 twin turbo which pushes 388hp and 371lb ft tq to the rear wheels and is a daily driver. im ordering through an auto parts store that i get a discount at and they can only give me a discount on centerforce, fidanza, compclutch, and unorthodox clutches and flywheels. which of these brands would be the best and then which of that brands kit would be best for a sporty yet streetable application?
What's the best budget 223 cal semi-auto? I shoot my pistols a lot (SigSauer P229) and have a 22 rifle that I like to shoot. Was thinking bout a AR in 223. 2001 Toyota Avalon Humming Coming From Rear? Hello, I am trying to figure out what this humming could be coming from. The humming is a medium to medium/high pitch sound that is definitely noticeable inside and outside of the car. It occurs at an RPM level around 1600-1800. The noise will stop as soon as I let off the gas. It does it in neutral and with the transmission engaged (so I do not think it is the transmission). It occurs in the back of the car and is equal in loudness between the right and left rear tires (maybe a little louder on the left side). I took it to discount auto and put it on the meter and it gives me codes of P0441 and P0446 (which deal with the emissions). I bought a repair manual for the car and I was going to start checking all the emission parts that I could test. However, most of the parts are in the engine and not near the rear of the car. Can I walk away from an auto body shop repair I verbally agreed to? I was hit in an accident this past week. After going through insurance, I was ready to take my car to get it fixed. I decided to ask the dealership where. They recommended a local shop in town near them -- it happened to be one of the insurance companies' preferred body shops so I figured why not. They are also partnered with Enterprise, so I was able to get a discount on a car rental. I was told that since they didn't have the parts on hand, they would take my estimate to order the parts and I should come back next week. I had not signed any work order papers or anything -- just an "ok, i'll come back later." After going home, I decided to do some research on the body shop. Only a handful of reviews came up (literally about 5), and about 2 of them gave bad reviews. I'm doing more research tomorrow. If I find that they are horrendous, is it too late for me to back out? They have ordered the parts and have my estimate, but thats it. I haven't signed any work orders and my car is w/ me Even though they have the actual copy of the estimate the insurance company gave me, I made a copy of it before taking it to them.

My check engine light came on and my car stopped shifting so I took it to discount auto to have them hook it up to their computer and see whats wrong with it they said that it is a transmission speed sensor so i replaced it and the light went off and came back on after 200 miles so I returned it and said that it was a defected part the new one had the same issue then i realized that even with the old sensor if you disconnect the light will go off for about 200 miles then the light will come back on and it will start shifting bad what could b e causing this
memory/learning problems from stress, in the workplace? Ive had severe memory problems my whole life, and I'm not talking about the kind were you forget some things. Ive ALWAYS had people (teachers, family, friends boss's) my whole life getting angry at me because I just can't seem to remember certain things. My job performance is terrible because I can't remember peoples faces and the discounts they get, or remember all the details about the products we sell and which customers normally buy what (I work in the paint dept. of an auto parts store). My coworkers all give each other looks and make comments about me, my boss is constantly yelling at me, my friends are angry at me because I can't remember conversations, I struggle in college because its so hard for me to retain anything. Sometimes I feel like I'm in a fog and I can't even see straight. I've disapointed everyone in my life because I can't be a goo friend/employee because of this. Its not because I'm not trying, I've been tring hard my whole life to appear "normal" and do the best I can at everything but I'm burned out. At work today a customer asked me for a type of pad and told me the size, and after I had taken the order over the phone and hung up my manager was like "did he want foam or wool" and I was like "I didn't think to ask him" and he started lecturing me about paying atetion to customers and how Ive been at this job 8 months and how he can't take my excuses anymore. This is the same scenario at all my jobs and I broke down in tears and just kept apologizing. I have flashbacks at work from being raped and stuff and sometimes I go into the bathroom to hide the tears and sometimes I throw up. Salvage title questions answered. Pros and Cons.? First if you are buying a salvage title I would suggest you are buying it at a very good discount of book value. Otherwise why buy it! Second only buy if you plan on driving it for a longer term and dont plan on trading off, they can and will be harder to get rid of. However if you drive enough to get the life out of it you save a ton of money up front. Third if you are going to drive a salvage title vehicle it should be affordable enough you dont need to carry full coverage insurance. Flood cars are bad news! Only buy if at parts car prices and you need parts. Make sure repairs were properly made, buy from reputable repairers or have work inspected. I was born and raised in the auto recycling industry and drove salvage title vehicles all my life. I drive $20k cars that I wouldnt be able to afford if they were purchased off the lot for wholesale prices. A great way to save some money and drive what i otherwise couldnt afford. Other opinions welcome.

Repair shop told me 3-4 days... I had my car towed to an auto repair shop to have the transmission rebuilt. He told me it was be finished in 3-4 days, or 5-6 days if the parts took longer. I can only do one or the other: Save $400 per month to have 20% to put down on a home 5 yrs from now or Pay down debts that are $13,000, THEN begin saving toward that 20% down payment. Should we raise the rates we charge at our shooting range? I work for the family's business. We are a sporting goods store. About 30% of our business is from the sale of guns and ammunition (would be 50% if we had it to sell it). The next largest part is our shooting range, about 25% of our business with rentals and ammo used at the range. Presently we charge $10 per hour for indoor lanes available from 6am until 10pm every day. We have 8 lanes that are 25 yards each. If you rent a lane for 2+ hours between 6am and 4pm weekdays, additional hours are discounted to $8 per hour. We allow a 2nd shooter to use the lane for no additional charge. Friday nights and Saturday nights we find ourselves open past our 10pm close time by 1-2 hours, if there customers spending money. We don't allow jacketed bullets, right now we allow .22 rifles and hand guns up to 38 special or 380 ACP, but we will be upgrading the trap this summer. Outdoors we allow all rimfire hand guns and rifles. We allow pistols up to 44 magnum. Because our longest lanes are only 200 yards long, we limit centerfire rifles to .243 AI. We are looking for a bigger parcel of land where we can accommodate even .50 BMG. Presently we charge $10 for a 4 hour block. No charge for 2nd shooter, no further discounts. The outdoor range is open from 7:30 am until sunset. We make quite a bit off rentals. A Ruger 10/22 with 2 mags gets $10 per hour. So does a Hi-Point .380 auto or Armscor 38 Special revolver. We have a 9mm Hi-Point carbine only for outdoor use. With 2 magazines, we get $15 per hour and it is RARE that it isn't out. If we could get a 2nd one, we'd put it for rental. We rent a Marlin 39a for $15 per hour. We rent some SA Heritage .22 revolvers for $10-12 per hour. We rent 20 or 12 gauge Mossberg 500's for outdoor skeet/trap for $15 per hour. We are going to add a S&W 22a or Beretta U22 Neos as soon as we can. We are going to consider other items too. Catastrophe in Care Hospitals are being crippled by the costs of treating migrants--and that could be just the start of an immigrant-related health crisis By LEO W. BANKS Leo W. Banks One of the many signs on the Naco Highway. Leo W. Banks "It's not unusual to have one UDA (undocumented alien) cost $5,000, and we know we're not going to get that back," says Josie Mincher, emergency room manager at Copper Queen Hospital. Leo W. Banks "Until we have comprehensive immigration reform, we need to bear the health-care costs for undocumented workers, whatever those costs are," says Rev. Tom Buechele. If you drive along Southern Arizona's border with Mexico long enough, you might see a lone illegal wandering the desert. Or maybe he's hunched at the roadside sipping water from his milk jug. What's he doing there, and where are his compatriots, the people he broke into the country with? The uninformed might ask those questions, but those who live with the daily invasion across our open borders can make a pretty good guess what's happening. The fellow got bounced from his group by the coyote-guide. Two transgressions will get an illegal cut loose with certainty: Either he can't pay, or he shows signs of tuberculosis. You think these coyotes are fools? They don't want some hollow-eyed lunger hacking and coughing blood on them. So it's adios, pal, and now you're America's problem. But they know that already. Every illegal realizes that if he makes it to an emergency room in Southern Arizona, or anywhere around the country for that matter, he can get treatment, free of charge. It's federal law, and has been for 20 years. In its evolution, the policy has become a kind of federal health insurance program for illegals, and its rising costs are eating up resources that could otherwise go to poor and uninsured American citizens. It has created a financial nightmare for border hospitals and contributed to cutbacks in services at Tucson hospitals. Is this an outrage? A scandal? Some think it's both. But going back to our active TB sufferer, here's something even worse: The guy can't get treatment anywhere, goes underground and takes a job at a restaurant in Tucson or L.A., and coughs his way to infecting scores of others. Talk about a Hobson's choice. But as with everything in the ongoing crisis of illegal immigration, the hard choices would largely evaporate if the federal government fulfilled its constitutional duty and took control of our border. The threat illegal immigration poses to American public health plays out every day at Arizona's hospitals. Until recently, the issue remained only marginally public, a problem medical people batted around among themselves, not with the media. Even today, several hospitals contacted for this story declined comment. The Copper Queen Hospital in Bisbee, one of the hardest hit, helped break that barrier when CEO Jim Dickson began returning reporters' calls, even though the subject, as he puts it, has become "like the third rail. You don't want to touch it." But his problem had grown severe. Dickson's uncompensated costs for treating illegals rose from $35,000 in 1999 to $450,000 in 2004. His total shortfall now sits at about $1.4 million, a hefty deficit for a 14-bed hospital. To make ends meet, he had to close, in June 2000, the Copper Queen's long-term care facility, and cut back on staff and hours, forcing some employees to take second jobs to survive. The hospital has seen a ray of light, however. In the first months of 2005, the Copper Queen has gone back into surplus, in part because more illegals are in Border Patrol custody when brought in to the hospital. That means the Border Patrol must reimburse the Queen for the cost. In the past, agents would drop injured illegals not in their custody at the ER and take off, sticking the hospital with bills that never got paid. Another reason for the decrease, says Dickson: the Minuteman Project. "It's been terrific for us in April," he says, cutting down on the number of people coming across and therefore the number requiring ER treatment. Dickson says the hospital wrote off about $6,000 in losses in April this year, compared to about $35,000 in April 2004. The central issue, though, remains in place--the hospital has had to scale back health services to American citizens to treat illegals. Bisbee isn't alone. The most comprehensive study on the subject found that 24 counties in four states bordering Mexico wracked up $190 million in unpaid emergency medical bills caring for illegals in the year 2000. The study, commissioned by the U.S.-Mexico Border Counties Coalition, found that California spent $79 million of that; Texas, $74 million; Arizona, $31 million; and New Mexico, $6 million. Bear in mind that these numbers, the best available, are from 2000. We can assume, with increasing rates of crossings since then, the costs are considerably higher today. Nor do the above figures take into account non-border counties. Treating illegals in Maricopa County costs as much as $50 million a year, according to an estimate used by Republican Sen. Jon Kyl. Nationally, American hospitals lose $1.45 billion a year. The Medicare reform bill passed in 2003 allocated $1 billion to reimburse states for federally mandated ER care given to illegals--about $45 million a year of that to come to Arizona over four years. But even that, some hospital staffers say, is little more than a Band-Aid on a huge problem. Ruth Kish, director of patient care services at Copper Queen, expects that under the repayment formula, her hospital will receive only 10 cents of every dollar they spend on illegals. "But every bit helps," says Kish. Another factor: The counties in the above-mentioned study spent an additional $13 million in 2000 on emergency transportation, such as helicopters and ambulances, to pick up illegals injured after sneaking across the line. The Bisbee Fire Department's ambulance responds to about one of these calls a day during the summer, says Chief Jack Earnest. Asked how many of these patients pay up, Earnest wasn't sure, and recommended contacting the billing office in Sierra Vista. The billing office knew exactly how often illegals pay their ambulance bills--never. But there's another category--Mexicans injured in Mexico who call American ambulances for help. By federal law, they have to respond, which makes Bisbee's Copper Queen the trauma center of choice for Sonora's northern frontier. The calls come from Naco, Sonora, the town across the line just south of Bisbee, where, in spite of widespread poverty, cell phones are popular, and everybody knows the Americans are bound by law to treat them. "When we get a call we go, and we don't ask where the person's from," says Earnest. Naco residents needing care go to the port of entry and declare an emergency to American officials. When they're waved through, they're transported to the Copper Queen's ER in Bisbee's ambulance, or they drive themselves in private cars. The policy is called Compassionate Entry, and it applies to hospitals up and down the line. The Copper Queen averages about five such cases a month. Some abuse the privilege, says ER Manager Josie Mincher. She's seen Compassionate Entries with bad sore throats and others who aren't sick at all. One pregnant girl landed in the ER recently complaining of morning sickness. Most are seriously sick, though, and the staff rushes to help, "because that's what we do," says Mincher. But it doesn't take much to blow the budget. "Just walking in the door is $400," says Mincher. "It's not unusual to have one UDA (undocumented alien) cost $5,000, and we know we're not going to get that back. We're playing with monopoly money here." Here's an example of how one patient can wrack up a huge bill: A young Mexican man had a bad auto accident across the line and was taken to Douglas' Southeast Arizona Medical Center with severe neurological problems. After being stabilized there, he was transferred to Barrow's Neurological Center in Phoenix. He spent a costly month there, courtesy of the Center, and was transferred--with a tracheotomy tube in his throat and supplies to clean it, also provided gratis by Barrow's--to a hospital in Hermosillo. That facility kept him less than a day before releasing him to his home in Naco. But for reasons no one can explain, the Hermosillo hospital kept his trach kit and cleaning supplies. As a result, he became septic--a bad infection--and came through the Naco port under Compassionate Entry to the Copper Queen. He spent three days there, then the staff sent him off, with more free supplies, to a clinic in Agua Prieta for continued care. How much did this fellow cost the American health care system? A figure of a quarter-million dollars would surprise no one. Cost to the Copper Queen? Almost $6,000, and they got none of it back. Northern Cochise Community Hospital is in Willcox, far enough from the border that it doesn't get patients crossing the line for health care. But that doesn't mean it escapes the invasion. CEO Chris Cronberg loses about $100,000 a year caring for illegals, mostly those injured in traffic accidents when their loaded vehicle flips while speeding north. "It's not make or break for us," says Cronberg. "But as a small hospital, we depend on cash, and those are dollars that aren't coming in, so it has an impact." The same is true at Sierra Vista Regional Health Center, according to Vice President Marie Wurth. She expects the hospital to lose $250,000 this year treating those who jump the line, get hurt doing it and don't pay their bills. The big squeeze is on in Tucson, too. Tucson Medical Center loses an estimated $4 million every year treating illegals. The corresponding figure at UMC, which includes some foreign nationals, was $3.5 million for fiscal 2004, a $2 million increase from the previous year. Part of that is attributable to UMC, in July 2003, becoming Tucson's only Level One trauma center, meaning it saw the most serious cases. Chief Financial Officer Kevin Burns says the hospital's re-payment rate for treating illegals is about 5 cents on the dollar. "It's very expensive for us and continues to grow," says Burns, who says many illegals, as well as uninsured Americans, use his ER like a primary care physician. "We hear anecdotally that people come here from across the border because they know they can get cared for, and if they present at the ER, they can get that care at no cost." The federal law that put the hospitals on the hook for the medical bills of illegals goes by the acronym EMTALA--Emergency Medical Treatment and Active Labor Act. It says that anybody who shows up in an ER must get screened, treated and stabilized, regardless of citizenship or ability to pay. But since its passage in 1985, the definition of emergency has evolved to include just about anything, and because Congress didn't fund the requirement, hospitals have had to eat the costs as word has spread that the federal goodie wagon is parked at the ER door. In cities with huge illegal populations, such as Los Angeles, the effects have been disastrous. In its spring 2005 issue, the Journal of American Physicians and Surgeons reported that between 1993 and 2003, 60 California hospitals closed because, for several reasons including EMTALA, half of their services became unpaid. Another 24 are near closing, says author Madeleine Pelner Cosman. She also writes that in 1983, before EMTALA, L.A. County put together a trauma network that was "one of America's finest emergency med response organizations." A mere 22 years later--again, in part because of EMTALA--Cosman says the system is coming apart, with most trauma hospitals having left the network, along with physicians, surgeons and others. The law has caused a similar situation in Tucson, on a smaller scale. "With EMTALA, the government created an unfunded national health insurance program, and it has caused real problems in this community," says Dr. Herb McReynolds, who works for a company that manages the ER department for St. Mary's Hospital, which treats a large number of illegals. Lawmakers wrote the legislation to prevent patient dumping--in which one hospital refuses to accept, say, an uninsured woman in labor, telling ambulance personnel to take her to the county hospital instead. It stopped that practice. But it has caused a big increase in the amount of un-reimbursed care that hospitals provide, and in McReynolds' words, "made physicians rethink their careers and lifestyles." "The price of it has come over time, because after so much uncompensated care, it forces physicians off our call list," says McReynolds. "Physicians have a practice to go to the next day and a family, and ask themselves, do I really want to be up at 2 a.m. providing care when I won't get comp, and I can still get sued?" Some docs have removed themselves from on-call lists by going to work at outpatient surgical centers not affiliated with a hospital. Others stay on call, but limit the amount of time they're available. A neurosurgeon might take call one day a week, and that satisfies the law. EMTALA says that you must provide a reasonable amount of coverage, without being strict or specific about how much that is. McReynolds says that EMTALA--in tandem with the malpractice crisis--has caused the loss of medical coverage at many hospitals around the country and in Tucson, including St. Mary's. "Several years ago we had five neurosurgeons on staff here, and now we have two," he says. "We had hand surgery coverage every day, and now we have it one week a month. We used to have full ob-gyn coverage, and now they've left and gone to TMC. We have no ob-gyn and one gynecologist on staff covering emergencies one day a week." With docs all over Tucson running for cover, trying to stay off call and away from ERs, the variety of emergency health care available to Tucsonans has seriously diminished. And here's the most maddening irony of all: The feds now reimburse American hospitals for treating non-paying illegals, but not for treating American citizens. Exception: Those eligible for care under Federal Emergency Services, a fairly restrictive program. For a year and a half now, UMC has approached non-paying illegals in a novel way--it actually reports them to immigration officials. "Some people find that cold, but we have a responsibility to protect this charitable asset (hospital)," says CFO Burns, adding that UMC's status as a public entity requires a different approach. "Our belief is that to the extent people have ability to pay, we expect them to." After triaging and stabilizing an ER patient, the hospital sets out to learn who that patient is, and how he or she plans to pay. To those who are uninsured and underinsured, the hospital offers the option of applying for its innovative Charity Care program. Under it, the hospital charges the patient the same rate it would receive for that service from Medicare, a possible reduction of up to 70 percent. Patients unable to pay at that discounted rate are eligible for further discounts that can tear up the bill entirely. To apply for Charity Care, the patient need only return to the hospital with a W-2 or other documents. Those who cooperate and return with the required documents don't get reported to the feds. But the hospital does report those who take the medical care and run. How many illegals cooperate with this generous offer? Ten percent. Burns says UMC began reporting the 90 percent who don't pay in November of 2003. So far, they've reported 565 persons. Why start reporting? "Maybe a bit of it was born of frustration because people use our resources and make no effort to work with us and pay," he says. "Even if part of the population doesn't pay, I still have to hire new people and buy and upgrade equipment, which costs $15-$20 million a year. When you have these strains on resources, from foreign citizens and as well as Medicaid patients, you have to manage cash flow very carefully." As with most issues related to the illegal invasion, those who live along the Mexican border, the scene of the crime, have the best view. Where health issues are concerned, it's not a pretty sight. Residents say they've come across ground dotted with discarded pills, syringes containing nobody knows what, and used needles. Some report riding horses along creek beds, popular pull-up areas for groups heading north, and finding 70 or 80 piles of human feces, some of it blackened and running with blood. It's as disgraceful as it is disgusting--and it raises a question: What happens when rain washes all this into the water supply? Is it a threat to spread diseases such as hepatitis? Some believe it might be. What happens when cows drink from these contaminated creeks? And what happens when this constant flow of Third World humanity goes north, fanning out all across Arizona and the country? What kind of diseases do they bring with them? ER workers like Mincher live with that question every day. "We protect ourselves best we can," she says, "but if somebody comes in with a contagious disease, I might as well buy the farm, because I don't know what it is. A lot of times, they don't know what they have either. If they came off a ranch in southern Mexico, they've had no immunizations, no health care, nothing." Most of what she sees at Copper Queen--around 75 percent--is orthopedic, falls suffered while jumping fences, for instance. Dehydration, too. Some of these are pregnant women nine months along, who, in Mincher's words, "are so desperate to have their babies born in the U.S., they'll do whatever it takes." She sees cardiac-related cases among illegals who've been given crack, methamphetamine or speed by their coyote so they can keep walking. But she's also treated illegals with active chicken pox, tuberculosis, all varieties of hepatitis and AIDS. The Web and print media are full of stories about the diseases illegals carry, and their effect on American health. But some writers make alarming claims with sketchy evidence at best. In the cases of two diseases, however--Chagas and tuberculosis--the evidence is clearer that they're indeed coming across our border. Chagas, a potentially fatal illness spread by contact with the feces of the reduviid bug, called the "kissing bug," is prevalent in South and Central America. Fifteen million people in that region are infected with the parasite, and 50,000 die of it every year, according to the World Health Organization. A person can be infected for 10 or 20 years or more before showing symptoms, making it particularly insidious. At its most severe, the disease can cause the heart to fail, and literally explode. In the United States? Louis Kirchhoff, of the University of Iowa Medical School, estimates that between 80,000 and 120,000 Latin Americans with Chagas live here. Matching prevalence studies and immigration numbers, Kirchhoff figures about 10 Chagas-infected persons entered every day from Mexico alone in the 1990s. The disease can be transmitted four ways, but for Americans, the most worrisome is the blood supply. In the United States overall, the chance of contracting Chagas from a blood transfusion is small, one in 25,000, according to David Leiby, a research scientist at the American Red Cross in Washington. But in cities with high populations from Latin America, the numbers fall to much riskier levels. In Miami, for example, the chance is one on 9,000. In L.A., 1 in 5,400. Researchers have confirmed seven cases of people contracting Chagas through blood transfusions--five in the U.S., two in Canada--and they say the number of unknown cases is probably much higher. "A rate of one in 5,400 is something we're concerned about," says Leiby, adding that the FDA is still a few years away from a useable blood-screening test. "Chagas is overlooked by the health care system in the United States. Our physicians aren't aware of it and wouldn't recognize it in most cases." Tuberculosis, which also shows up in high rates in Mexico, is migrating north as well. Many assume a place like Cochise County, right on the border and overrun by illegals, would have a high incidence of TB. But it doesn't, says Edith Sampson, of the Cochise County Health Department. "The immigrants only pass through here on the way to Atlanta, or whatever city they're going to," she says. Exactly the problem--which is a big reason why 53 percent of the TB in the United States in 2003 was among foreign-born persons, up from 29 percent in 1993, according to the Centers for Disease Control. In L.A., again because of its huge illegal population, the figure is closer to 80 percent. Only 15,000 Americans suffer from active TB, the only dangerous kind because it can be passed to someone else, usually by coughing and expelling the bacteria from the throat or lungs. That's a small number, but the New York Academy of Sciences estimates that each victim will "infect 10 or 20 or more people--in whom the disease will likely remain latent, creating the potential time-bomb effect." The State Health Department says that Arizona had 295 reported cases of active TB in 2003, a jump from the previous year. Why the increase? More of the disease was found among kids under 5 years old and prisoners. The latter were mostly Immigration and Customs Enforcement detainees--in other words, illegals. Sixty-eight percent of Arizona's foreign-born TB cases are from Mexico, says state health. Will TB return to the United States in a big way? It hasn't yet, says Lee Reichman, executive director of the New Jersey Medical School's National Tuberculosis Center. But he adds that with globalization--the ability to get around the world in 20 hours--and because "we can't stop people from getting in to this country, no matter how hard we try," the potential exists for a new epidemic. His particular concern is with multi-drug-resistant TB, fatal in 60 percent of cases. This strain requires a long regimen of costly drugs that illegals are unlikely to take, or have access to. Arizona has a small number of MDR-TB cases, and all of them in the past five years have been among foreign-born persons. "The reason you haven't heard about TB here is that good public health is working," says Reichman. "People who are symptomatic go to physicians, and the physicians don't ask questions. As soon as you have to ID yourself, or say we're going to send you back to Mexico, these people go into hiding and spread more TB. Any physician who cares about being a physician isn't going to ask those questions, because he took an oath to treat sick people." The Copper Queen's Rush Kish says that under Medicare reimbursement guides, her hospital cannot ask patients if they are in the country illegally. But how do you bill the feds to get money back for treating illegals if you can't ask if someone is illegal? Well, you play a little Orwellian word game, probing around the issue with a list of government-approved questions, then make educated assumptions. But the illegal holds the trump card, because he can refuse to answer every question. "We don't know yet what evidence Medicare will accept when we apply for reimbursement," says Kish. "But at least we can begin documenting the enormity of this problem." The question isn't whether those with genuine emergencies should get treatment. Of course they should. In Naco, residents have no access to ER care and many would die if they didn't get to the Copper Queen. The real question is: Who pays? Rev. Tom Buechele, pastor at St. John's Episcopal Church in Bisbee, thinks it's appropriate for the federal government to keep ponying up, as long as American companies "maintain their illegal trafficking in human labor." "Until we have comprehensive immigration reform, we need to bear the health-care costs for undocumented workers, whatever those costs are," says Buechele, who, for almost a year now, has been running a free monthly clinic in Naco, Arizona, catering to the poor and uninsured on both sides of the line. Although they talk a different language, politicians, even Republicans, promote policies that further Buechele's liberal vision. They boast to constituents that they've saved border hospitals by pushing through the Medicare reimbursement plan, which provides a relatively small amount of money over four years. But that's another Hobson's choice, which is to say no choice at all. What do you do, let hospitals go under? Kyl, who pushed to get the reimbursement money, says an emphatic no. "If we want those ERs to be there for us, then we'd better keep them in business," says the Arizona senator. "If our hospitals are required by federal law to treat anybody who comes into the ER, and the federal government has failed to control the border, then it's appropriate for the government to reimburse these hospitals." But some argue that the system as it stands now, with EMTALA firmly in place, is rigged to produce two results: The federal treasury will remain wide open to illegals, and that all but guarantees that more and more of them will bust the line to get here. After all, this is the end of the rainbow for them, where jobs await, education is free, health care is free. Who wouldn't come? And the more they come, the more American health suffers--from such diseases as Chagas and TB, further cutbacks in hospital services to American citizens, and even possible closures. Where's the compassion in that? Copper Queen ER nurse Josie Mincher, herself Hispanic, puts her health, and possibly her life, on the line to treat illegals. Listen to the emotion in her voice as she describes what that's like: "I go to work every day feeling like I'm on a torture wrack. My heartstrings get pulled in one direction by these sick people I want to help. Because I'm Hispanic, I know how they live. And I'm pulled in the other direction, too, thinking that if our hospitals aren't around, where do I take my own kids? "But we have to treat them because of EMTALA. It says that anybody who comes within 250 yards of an ER gets treatment. What would happen to Safeway if the law said anyone who comes within 250 yards of the store gets free food? They'd go out of business. Well, we're a business, too." Mincher's solution? "Send the bills to Mexico. If it affected them financially, they might do something about all these people coming across. My grandparents came here legally, and it took a long time and a lot of money. They respected the law. These people just walk across now. They weren't brought up the same way." Burns at UMC says he wants the U.S. and Mexican governments to work together to find a solution. But, as Kyl cautions, don't expect any breakthrough soon. Mexico benefits far too much from our illegal immigration nightmare--in jobs for its citizens and cash sent home--to step up with money to care for its own people. Until the border brought under control and the invasion stopped, we'll continue to pay the bills of people who illegally tiptoed across the line in the dead of night.
