24 hours online service to use eBay APi for shoot few seconds before bidding ends?

I have account on some hosting provider. And There is support of PHP+MySQL. I want create application, that will be all the time online, and every 20-40 seconds connect to eBay using eBay API to check if some item bidding is ending now. But I'm not sure, what kind of tools I should use to create such application. I'm looking only for solution of continuously running script - what kind of service it should use. All the PHP code I'll create by my self. Thanks in advance.
