Is online bid at ebay singapore safe and using paypal?

I try to bid a item on the ebay on the behalf of a friend ... Is online bid at ebay safe .. And is using paypal to pay for the item . is it safe ? is it 100% safe. does anyone had any bad experience using the ebay or good experience using the ebay . Hope that someone can help ? thank
