1. You'll have to do independant research and start putting your nose in everything. Hire someone who's OCD and can't help but getting in other people's business.
2. generally projects like this have closed bids - so no one knows what the other bids are so to find out you'll have to get friendly with the people who are collecting the bids, who may not be the people making the final decision
