Where is shill bidding illegal?

Where is shill bidding illegal? In what states? I can't find this through google. If it was that huge of a problem wouldn't I be able to find information on this just searching google?

1. I believe shill bidding is illegal in all 50 US states & territories, and just about every civilised nation on Earth.
