1. You can always email Yahoo and ask them their policy on different topics.
2. If your shill wins the auction you still have to pay the fees. If other people check and see your shill listed as a bidder on your other auctions they won't play your game. I always check on people who outbid me to see if they are listed on your other auctions. Honesty works better. Just start the bidding at your minimum price and don't worry about it.
