Cutter belt on a cox lawn mower is not spinning what could be the problem?

I replaced the pullies as the cutter pully was broken. after doing this the belt for the cutter snapped after short use. Replaced the belt and now it does not spin when the cutter is engaged. any help would be appreciated.

1. Not faimiar with lawn mower, but a problem of this nature is usually a keyway or shear pin on the pulley. In other words,the shaft turns, but the pulley doesn't.
