Is the lower stack pulley supposed to spin and rub my v-belt on my mower deck?

I have a Huskee 40" riding mower. I have restored virtually everything on this thing except the drive belt and stack pulley. The mower deck is completely restored. I'm concerned that my v-belt will be worn away because while the blades are disengaged, the belt sits loosely on the lower stack pulley as it spins to drive the upper stack pulley. Is the lower stack pulley supposed to spin like this, or are there supposed to be bearings that allow for the belt to sit still without being rubbed?
