Wearing garter belts with panties?

Girls, I know this is weird but I need to know. Do you put the garter belt and stockings on first, then your panties over them, or the panties on first with the garters on the outside? And what is the reasoning behind your answer. Thanks

1. You wear the garter, then the panties OVER. (so on top) This is because when you need to use the bathroom, you won't be fiddling for a while and when you need to go, you can do so quickly. So you'll still have your stockings on with the underwear down when you're at the bathroom Trust me, if you're out and about, wear them underneath :)
2. The best whay is to wear a pair of panties then a pair of pantyhose then another pair of panties then the garterbelt with stockings then a pair of pantyhose over that, My reason it feels good
3. panties on before the garter if its for alluring a guy panties on under the garter belt if its for every day wearing
4. I know this is how the ho's do it, but it's more convenient for the panties to go over the stockings. That way when you use the restroom, you don't have to fool with your garter belt clasps again. Fooling with them once is enough for one day for me. However, if somebody else see's this (wind, peeking, etc) they may think you are loose.
