Is it possible to recycle Used Fan or Alternator Belts into new belts?

Is it possible to recycle Used Fan or Alternator Belts into new belts? So will the Fan belt manufacturers will buy used belts?

1. No, the rubber is deteriorated and cracked and not able to withstand the smae abuse as a new belt. Besides why would anyone buy a recycled belt if they could have a brand spankin new one?
2. They cut tires up and I suppose they could mix in belts an hoses to make roadways.
