Why is the reverse side of a poly v belt used to run the radiator fan ?

1. Cause some pulleys spin this way and some spin that way
2. It's not always that way but is perhaps on your particular vehicle simply because that is how all the accessory pullies happen to line up. It is not as if that is a big deal.
