1. If it is a small amount, see if you can chip it away with your fingernail. If you have to clean the entire surface, use a paste-type paint stripper and a nylon brush. You'll want the brush to be a stiff as possible, but be careful not damage the surface. Citrus based and other low-toxic paste strippers can be found a most larger hardware stores or online. I prefer these when I have a lot of up close work to do.
