how do you change a belt on a toro commercial 2 cycle lawn mower, and does the blade keeper just pop off?????

when you take the bottom bolt off and remove the blade you see a rectangle keeper does that pry off so i can access the pully

1. Simple answer, yes. You might want to use some kind of penetrating oil, and then tap it lightly. Remember, this is the crankshaft of the engine.
