What are garter belts for? When you wear garter belts are you supposed to wear panties or not?

1. garters keep thigh high stockings up. you can were panties or not but its better if you wear them in public but its better if you wear them together.
2. Garter belts were for holding up silk stockings back in the day before pantyhose. And of course, now thigh high stockings have elastic. Now garter belts are simply a fun thing for the seduction. Men love them - of course - visual creatures that they are... In catalogs, the panties go on under the straps that hold up the stockings, but this is not good for using the bathroom. The easiest bet is to wear them over the straps - but it does mess up the effect a bit. You can wear them the way they're pictured, just you have to unhook and re-hook the stockings after using the toilet, but that gets tricky if you've had a cocktail or two...
