RIDER LAWN MOWER PROBLEM! GOT NEW BELTS, AND ONLY DOSE ONE SPEED?

i need some hep i have a engines and power class, and we brought in lawn mowers, this lawn mower i have its 7 speeds and its prety nice besides its been treated like shit. and i put new belts on it i thought that might fix the problem with it sliping a littla nd that might mess up the speed. well. i'm not sure what the problem is. i put it in first gos at one speed and put it in 7th gos in same fucking speed. wel.. would it be a gear box or something? if anyone knows problem please help. and what owuld it cost to fix.
