When can teams start bidding on free agents?

I would like to know that date that teams can go out and start attempting to sign free agents. Thanks!

2. The filing period lasts for 15 days after the end of the World Series. Boston ended it on 10/28, so teams can begin negotiating with FAs as of Tuesday 11/13.
