Where is the option (on eBay) to edit how a buyers ID appears when bidding?

I often see listings, or bid on things, which don't display User ID. Some just display the bidding order (Bidder 1, Bidder 2 etc.) while others only show the first and last letters/characters of the users ID - both of which feature the buyers respective "status stars" along with # of feedback. In order to protect buyers from other vindictive buyers who lose the auction, where can I find this option?

1. On the sell your item form, on the yellow bar that says "Choose how you'd like to sell your item", click on "additional options", and there's a checkbox to make bidders private. I think Ebay has been doing this automatically recently but I don't know if it applies to all listings, so you can find the option there. ^^ Checking this option won't show the name of the item in feedback, either.
