Can I sell a used van with broken seat belts in the rear seats?

I am an individual seller of my used van. The front driver & passenger seat belts work. Only the rear seat belts are broken.

1. Yes you can but you must disclose this to the seller and in this case have this in writing on the bill of sale, this will be for your protection.......
2. yes u can sell the car with out any abjection,if the customer wantd them then u just fix them and increase the price of the car otherwise if he has no abjection vth this then sell it off
3. Check with proper authorities, but I think if you write "AS IS" on your bill of sale, it will be the responibility of the purchaser to obtain a Safety Check before licencing and insuring it.
