What bar do you use to ASK a question about an item with Yahoo JAPAN's auction service?

I want to ask about payment and shipping options for the item. But I do not know how to even ask a question. I do have a JApanese yahoo accoint. Please help　助けてください。　 :P兆お願いします。

1. The tab above and right of the photo where it says 出品者への質問. Make sure that the page doen't say "the seller will not ship internationally". Hope this helps!
