I was caught chill bidding on ebay....?

I was caught shill bidding on ebay, and i got an email with a warning in it. in the email, it says, "However, you'll be limited to a Fixed Price format for 14 days." I thought that meant that i couldn't buy or sell anything unless it was a a "Buy It Now" price. but, i just tried bidding on an auction and it allowed me to bid fine. So, I don't understand. Why can i still bid on an item?

1. i think that means you can bid up to a certain price :s
