Low cost car rental in San Diego for underage driver?

I am a 20 year old student at SDSU in San Diego, and need to find a cheap rate for a car rental. Any one know of a discount car rental place that will rent to underage drivers? I've been turned down by everyone because I am under 25 years old.

1. WRent a Wreck - their cars are sheet, how could you make them worse?
