1. You need a third person living in Japan to do it for you because it requires a valid Yahoo Japan account that only the person who have a valid local address and phone number can created. Some of these "buyer" are professional (i.e. their job is to help people around the world to buy stuff in Yahoo, Ruten or other website in Japan, and you have to pay a fee for this service) . This practice is very common in Taiwan and Hong Kong but not sure how it works in US.
