Im need to know about ebay bidding rules?

I found something on ebay and its a buy it now or best offer. I was wondering if you could put in two cents as your best offer. If nobody else put anything in would you win it or could the seller decide not to sell it to you.

2. Doesnt work that way unfortunately for the buyer :) I currently have a buy it now for $9.99 with best offer. I have set the best offer to automatically accept offers from $6.49 & to decline offers made under that. If all the offers are below my accepted figure the item goes unsold. You can only make 3 offers on one item. Had one buyer trying to get something vertially for nothing made all these low offers, they ended up buying it at the buy it now price.
