What does "Pending seller's response" mean when bidding on ebay?

I am bidding on some tickets on ebay and the auction ends in 20 hours. I bid low because there are no other bids yet. Does this mean that my bid will only win if the seller accepts my offer? Is there a certain point when he is obligated to accept the offer? The but it now price is $600. And BTW it says Buy it now or Best offer...Thanks!!!!!
