Do all World Cup bids have cities bidding within the host country or does the FA normally choose?

Today various English cities have publically and formally declared interest in hosting WC games in 2018 should England be award the tournament. Is this regular protocol or does the host country FA normally just designate games to cities and stadiums without a bidding process? Bino: Think you may have misunderstood my question!
