It's supposed to hang, like after you put it on the excess belt is meant to hang. Idk how to explain it but if you go in stores and look at the forms you'll see it.
51" means 51" yes there are a lot of men (Football, wrestling) who have 54" waists. I am a 44" and am 6' - 250 lbs. wraps around and buckles in front.
