How does bidding on ebay work?

So im into yugioh cards and i looked some up on ebay and the cards are realy rare but only cost like 99 cents so if i put in $1.00 and no one else bids i win the card and the guy whos selling it cant be like ow srry thats not enough money?

1. It works kind of like our last presidential election. A product is advertised and we're told how great it will be if we just "buy" it. After voting for Obama, we find out the promises are lies and we have just elected the worst president in modern history. In this wretched transaction, there are no refunds or exhanges.
2. That's right. After you put in bid at $1.00, and no one else bids, its yours. And the seller MUST deliver !!!! He can try and wiggle his way out, but that affect his ratings, and most sellers don't want negative ratings. I have no idea where you are, but in Australia we have heaps of these cards for sale as well. Good luck, and cheers from DOWNUNDER
