How do garter belts work?

I bought some lingerie for my bf birthday n it has garters attached to it. Well I bought these stockings from somewhere else n I never bought garter belts before so I thought they would be like alligator clips but they're not so do I have to buy a special kind of stocking?

5. Garter belts are super fun to wear and easy to use. You can wear any type of thigh-high stocking so long as the clips can clasp around it. You won't want to use a thick stocking or the clasp will snap off the stocking. Be sure to adjust the length of the garter to accommodate the stocking or the same thing can happen. Luckily, most stockings are of the same thickness. Also, you won't want to use a fishnet stocking unless there is a band around the top to place the clasp. The clasp can rip a hole in the fishnet if the clasp is holding the stocking through the hole. If a stocking tears along the top, throw it out.
6. you need to buy "stockings" that do NOT have a silicone band at the top to help them stay up. If they have the silicone band, they are "thigh highs." if you prefer, the garters can usually be removed and you can wear thigh highs.
