Belt Auction

A seller sent me a Second chance offer before the end of an ebay auction, is he allowed to do that?

I thought he had to wait after the end of the auction, am i right? Thanks!

1. He does have to wait till the end of the auction. You cant just keep changing decisions like that. From the buyer or the seller...
2. There has to be a winner for a seller to do a 2nd chance offer. It's probably a fake email and it was not sent by the real seller.
