1. No. Kids under 18 can't enter into legally-binding contracts so this would be impossible.
2. Children would not be able to "bid" on things to buy them without some sorce of money & you're supposed to be 18 or older in the first place. Soo, I dont think you'll have any luck finding one. Unless you can find a game site that has some kind of bidding game on it!
