1. It's up to you, but looking at your image and from personal experience most people that shill bid on purpose will bid high to find your max, retract bid then bid slightly under you. It's your call to see, but i'm sure eBays just going to call it fair game
2. You may just have been shilled, yes. Call the Feds. It's important that these desperadoes don't get away with this sort of despicable behaviour.
