Why are all the belts moving when I try to start my old Ferris commercial walk behind mower?

It's an older mode...more than 15 years...when I pull the starter cord all of the belts and pulleys are moving which makes starting the mower extremely hard. And it's breaking the nylon/plastic pieces inside the recoil assembly. The model shown on the mower is BG14KA but I couldn't find anything on that model anywhere. Belts have just been all replaced.

1. If I'm understanding your question correctly, it sounds like your belts have become warn/loose and you need new belts.
2. The idle pulley wheels need to be readjusted to allow the belts to slip. Grease the pulley sliders where the spring attaches. XX
