Can I prevent a specific user from bidding on my ebay items?

This person bid on two of my items for sale, then retracted their bid and sent me a crappy message, then asked if they could change their mind and buy the items anyway. Is there a way to exclude this person from bidding on the items when I relist them?

1. No you cannot stop a person male/female bidding on an item if he/she bids for it

Actually I think there might be - I am trying to do the same thing with someone because i've had problems with this person in the past and they even told me they are only bidding to get revenge for me giving them negative feedback, so I found out there's a list called the "Blocked buyer/bidder list" and you can add the person's user name, so they can't bid for any more of your items.
