Ebay- Can you still file unpaid item dispute after relist?

Ok so I put up a Macbook Pro on ebay and some buyer came and bought it. It hasnt been 4 days but he didnt pay right away and I was like ok. He then sent this email. Hello. Sorry for paying late.I was very busy at the parade ground.Anyway i have made out my payment to you for this item purchased, check your mail for the confirmation from paypal, am Col. Alex Adebola from TX,United States. Marine soldier, presently in Netherlands for an official assignment serving our great country and am proud of my job, I need to buy a surprise Birthday gift for my son who is working with UNICEF in Lagos,Nigeria and luckily i came across your item,I checked through USPS (www.usps.com) website and found out that the postage cost of the item to Lagos, Nigeria is approximately close to $80.00 for the shipping with the USPS (Express Mail International) EMS 8days shipping, that is the shipping address below. Regards Alex And at that time I didnt think it was fraud, but then after I said I hadnt recieved the payment he said he contacted paypal and they would send me an email. The PayPal Team Now I knew it was fake and I even forwarded to spoof@paypal.com and spoof@ebay.com and they confirmed it was fake. Now I relisted the item, but I have lost all my watchers and everything. Anyways can I still file an unpaid item after I have relisted it?

1. Contact Ebay and ask them - I'm not sure if you can relist right away or only after you have filed a dispute
