Buying new tires and replace it: do Discount Tire or Walmart charge you for labor too?

I need all 4 new tires 205 /60/16. I don't know where's the cheapest place to get it change. Help please?

1. Discount has a little better customer service and a larger selection. They will tell you upfront the total amount for all 4 tires mounted and balanced. They also sell road hazard (insurance) for about $15 per tire. Something to decide before you buy.
2. Try fairmont tires or sears they sometimes have pay for 3 tires and get the fourth one free
