Can you report shill bidding AFTER purchasing the item & what action does ebay take?

I haven't thought about it before the item ended, but these shoes weren't doing so well, with the seller repeatedly recommending this item to bidders through emails and other descriptions. I didn't think it would end so high, but still am willing to pay this price. However, having clicked on the bidding sequence link, it shows that the bidding was almost all done by an ebay user with no feedback. This is a sign of shill bidding, how may I report this to ebay? What will ebay do if the shill bidding investigation proves that shill bidding did in fact occur? Will they remove the listing (woe to me because I still want these shoes but do not like being a victim of shill bidding) Or will they simply decrease the price of the item, but for e.g. taking out all the shill bids? 2. Why did you keep bidding?
3. You should always snipe at the price you are willing to pay. Once you have bought the item, bid fairly for it, why bother the time to report was during the auction. having said, I was stalked sent emails and accused of being a shill bidder as well as a pervert at one time a very negative experience.
