How can I Exclude America from Ebay Auction?

I live in Japan and am shipping vintage goods out of Japan. A new law is in place which prohibits the US from receiving large shipments from here, anything over 16oz. So now my 'global' shipping is limited to all countries outside of the US. BUT, EBAY seems to have no option to allow this. Is there anyway to exclude the US in EBAY auctions? Thank you.

1. You can't exclude just the USA. Rather, you will have to exclude North America, which includes the USA, Canada & Mexico. I am surprised that they don't limit this further.
