For eBay seller- can seller change shipping on auction site after listing?

seller listed "free shipping" on all her auctions, but when I got my invoice for the first one there was a $9 ship fee. Went back to auction & saw that (before I bid) she had added a note that free ship was a mistake. Her other auctions had the info listed after I bid- in bold letters unlike my auction. The "free ship" was still at the top of all the auctions, and the shipping calculator still returned a charge of "free" when I put in my zip code. Couldn't she have changed this? I'm beginning to wonder if the "free ship" and "oh, sorry, mistake" is a ruse to get people to her auction. I bid last minute. Some people bid before she put up the "mistake" message. Seems wrong Even in the added message, she didn't indicate what the shipping fees would be. $9 for a lightweight pants isn't crazy, but more than I usually pay. She has under 50 feedback, so I could see that she's still learning & it's an honest mistake. Leaving her a neg. is real bad for her at this point. emailed eBay and got a reply that "yes, she ships to the USA" (??????)   1. I would neg her. Close to 50 sales and she should know by now! Shame on her. I would've filed a dispute. That is deception. There is no mistake by typing "free ship". Sorry that happened to her. I'd give her a negative after seeing if she'd refund your money. Also, overcharging for shipping on eBay is against their policy so I'm sure you'd have no problem getting your money back. Maybe you should inform this person of that as well.
